How Do You Set Up A Sim Free Mobile?

I have seen a phone advertised as sim-free. If I bought it, could I put any sim card in (Orange/Vodafone/O2 etc)? And would it then operate normally on that network? The reason I ask is that on the LG Arena Orange have taken off Google maps and replaced it with their own. So if I used an Orange sim could I get Google maps?
